"Go to latest" is not shown in sidebar for pre-releases

I believe this is something based on how Hex is computing those. I don't remember if it is computed in Elixir CI or in one of the Hex services. Do you remember @wojtekmach?

I believe this is an exdoc bug with how we're comparing versions in assets/js/sidebar/sidebar-version-select.js. We may have to do a proper semver check whether the current version is before/after the latest. I think assuming, say, latest version is 1.19.3; 1.19.0-dev SHOULD display "go to latest"; 1.19.3-dev probably should; 1.20.0-dev should NOT.

I was able to reproduce this in ExDoc itself, make sure you have latest git tags, git fetch --tags, as in ExDocs's mix.exs we use those to build doc/docs_config.js. And yes, hexdocs service builds the ultimate doc/docs_config.js.

I tried fixing this but I haven't gotten very far because, yeah, proper semver comparisons.
