Localize MCP version 0.2.0

Added

• localize_sql is indexed when loaded, adding an Ecto group to localize_browse and its Ecto types and DDL helpers to localize_search.

Changed

• Requires localize ~> 1.0, and calendrical ~> 1.0 / localize_web ~> 1.0 when those optional packages are present.

• Optional packages are detected from the application spec rather than a marker module, so detection matches what is actually indexed.

Fixed

• The server reports the package version rather than a hard-coded "0.1.0".

• localize_web and localize_sql modules are indexed in full. Both publish most modules under Localize.*, which the previous single-prefix filter discarded: localize_web contributed 1 of 15 modules and localize_sql 12 of 22.

• localize_web modules are grouped under Web instead of Other.

• Module and function names from tool parameters no longer create atoms. An unknown name resolves to the same not-found result via String.to_existing_atom/1.
