ci: raise leaderboard docker workflow timeout to 12min (#4153)

feat: enhance leaderboard Docker timeout debugging
- Add explicit log flushing after each Step 1/7 through 7/7 completion
for better Docker/CI visibility into initialization bottlenecks - Add log flushing for cache loading strategies to identify which
cache approach is being used (existing cache vs download vs git clone) - Increase Docker workflow timeout from 9 to 12 minutes (720s)
- Enhance progress detection to include "Prerun complete" logs
- Show last 3 progress lines instead of 2 for better context
This enables clear identification of which initialization phase
causes timeouts, with granular timing data for each step.

- Update timeout-minutes from 9 to 12 in leaderboard Docker workflow
- Update script timeout check from 480s to 720s (8min to 12min)
- Allow more time for container initialization in CI environment
