Fixes bad signature errors caused by applying V3 framing to agent registration and other actions without builder codes.

• Uses Bulk's canonical unprefixed encoding when no order includes a builder code, including agent registration and builder-code approval.
• Keeps V3 framing and optional fields for batches containing builder-fee orders, including mixed batches.
• Preserves order IDs and the public signing API. No retry fallback or new fee restrictions.

Validation: existing library tests pass; eight byte-for-byte comparisons match Bulk's official SDK, covering registration, approval, plain orders, builder-fee orders, and mixed batches. Clique server builds against this version.
