Fixes to "Power Toggle" modes in Movement Powers page

The "Power Toggle" modes for Jump and Fly powers were not working as
intended. This release mostly fixes that, although there is some known
lingering weirdness. This is a fiddly thing that BindControl is trying
to do, here, and it's turning out to be quite a hassle. In any case,
it's better than it was, with plans to simplify and clarify it a bit
more as well as fix up some of the corner case behavior.
