New "Base Edit Mode" Bind Wizard

This release features a new Bind Wizard, "Base Edit Mode."

With this Wizard, you can specify a key bind that will toggle you in and
out of the supergroup base editor, assuming you are in your base and
have permissions to edit it.

In addition, when switching into this mode, the keybind will optionally
toggle on and off various default and special keybinds to make being in
the editor less fiddly and error-prone.

Finally, it has over a dozen useful base editor features available as
keybinds that are active during Base Edit Mode but deactivate when
toggled back out.

I've played with this a good bit, and it feels great imho.

Please check it out if you're one to fiddle with supergroup base
editing, and let me know what works for you, what doesn't, and what else
you might want to see the Wizard do.
