v0.3.161-alpha

A hotfix for one fault in v0.3.160, reported within the hour.

Fixed

• The web dashboard would not load on v0.3.160. It sat on "Connecting…"
  indefinitely with every panel on its loading skeleton, on every machine that
  updated. A helper added to the previous release was written into the list of
  things the shared utilities module hands out, but its definition ended up
  inside another function, where the rest of the file cannot see it. That makes
  the whole utilities object fail to build — not partially, but not at all — and
  every part of the interface that depends on it stops with it. The rest of the
  node was unaffected throughout: the command line, chat and peer connectivity
  all worked normally while the dashboard was dead.

  The check this project had for frontend code only verifies that a file parses,
  which this one did. There is now a check that actually loads the core modules
  and fails if one cannot build what it exports; it reproduces the reported error
  exactly on the broken file.
