The `trace-api`

Adds the first version of the @playwright-opentelemetry/trace-api.

It's an api written with h3 that allows you to send complete playwright opentelemetry traces to s3 compatible buckets and read them from those buckets in the trace viewer later.

The api is deployable to any provider that uses web-standard server fetch Request/Response implementations, more about the api in the docs.
