Document if before_migrate.rb runs when migrations are not selected on deploy

I was wondering if the hook will be run if you don't select the migration check box in the web UI. It's probably best to document to fact the documentation as others might wonder the same thing:

I tested this and it seems the hook runs when migrations are not enabled.
