gpuq v1.1.0

This release introduces several CLI usability improvements and new
administrative tooling.

CLI improvements

• Added --version option
• Added short flags (-a, -s, -d, etc.)
• Improved gpuq list output with job state
• Default list now shows only queued and running jobs
• Added --all flag to show full job history
• Added colored terminal output when TTY is available
• Partial job ID matching for job cancellation

Job management

• Simplified job ID format (removed job- prefix)

Administrative tools

• Added gpuq admin command namespace
• Added gpuq admin gc garbage collector for old jobs
• Garbage collection configurable by number of days
• Documentation added for running garbage collection via cron
