Sync `MODULE.bazel` `bazel_dep` versions with `repository_locations.bzl` and add a `bzlmod` parameter to `envoy_dependencies()`. Both changes are no-ops today (bzlmod is disabled in `.bazelrc`), but prepare the ground for the WORKSPACE-to-bzlmod migration (envoyproxy#46539).
