List other Shell Module ViewEngines than the WebFormViewEngine

We are currently [filtering Shell module view locations on WebFormViewEngine](https://github.com/episerver/DeveloperTools/blob/master/DeveloperTools/Controllers/ViewEngineLocationsController.cs#L32). As we add support for Razor views, we should change the filter to VirtualPathProviderViewEngine.
