Adds a neutral credential-free exact-operation purchase-evidence contract for x402 and MPP sellers and buyers. Sellers create deterministic manifests and advertise them with a standard describedby link plus an exact extension relation. Buyers ignore unrelated documentation links, verify same-origin exact method/path evidence and required output paths, then bind the manifest digest into a separate authorization. The manifest remains seller-declared and never authorizes spend or replaces runtime output, receipt, or settlement checks.
