Hardened bin/setup's chat-ID authorization so first-run onboarding is reliable: reads the token from .env, validates it up front, pauses a running gateway during detection, polls getUpdates for ~45s instead of a single check, and handles 409/401 with retry / manual-entry / skip instead of failing quietly. See CHANGELOG.md.
