Ogma v1.0.0

First stable release. The public surface — OGMA_* settings, the /new · /model · /effort · /fallback commands, the skills + ticket workflow, and the systemd layout — is stable going forward; breaking changes will bump the major version.

Consolidates the 0.x line: long-poll gateway, guided installer (bin/setup, plus --check), self-management (ogmactl), scheduled routines (briefing/dream/health), skill templates, the ticket workflow, model/effort/fallback controls, the per-chat concurrency guard, and startup token validation. Adds CI (py_compile + bash -n) and a build badge.
