This is the perl4 codebase modernized with a focus on freenix (Linux, BSD,
DragonFly, Darwin/MacOS) administrative tasks. The goal is to happily build
with C23 compilers and run on the aforementioned operating systems,
potentially subsuming this class of existing perl5 code while encouraging a
stable environment for new simple scripting.

The intepreter is roughly 350kb and builds in seconds on modern hardware.
After building it can run most code without even being installed, no
complicated heirarchies of include paths necessary.

* support for DOS and Windows is untouched and may be removed

* Atari/Amiga/EBCDIC/whatever support is definitely going to be removed

* github is not the home of this project but PRs are still welcomed
