Fixes the endless loading spinner on the admin page.

Two faults, one behind the other:

  • Every request was built on app.forum.attribute('apiUrl'), called inside a component's oninit. If app.forum is not populated at that moment that is a TypeError, not a failed request — so no catch, no error handler, no alert; just a page that stops initialising with whatever was on screen still there. There is one apiUrl() helper now, with a same-origin fallback.
  • 1.0.2's ten-second safety net was registered after the call it was meant to protect against, so a synchronous throw skipped past it. A guard that only runs when the guarded code succeeds is not a guard.
