Fixes the endless loading spinner.

Mithril requires that in a fragment either every vnode has a key or none does — and a null counts as one without a key. The installed tab mixed keyed panels with a null (returned when nothing has a newer version), so it threw during render on any forum that was up to date. Throwing during view means nothing renders and whatever was on screen stays: the spinner.

CorePanel had the identical bug, which would have fired the moment a newer Flarum existed. Both filter their falsy entries now, and every other fragment in the extension was audited.
