Problem:
Regenerating the notes after the release-blocking test fix made the open notes PR self-referential, added github-actions[bot] as a contributor, and dropped reviewed user-facing changes and guide links.

Fix:
Restore the comprehensive reviewed bilingual record. The merged test-only PR does not change the product outcomes described by the notes.

Verification:
Validate the release catalog, run the release-note tests, render v1.25.2, and scan the rendered public text for private data.
