Problem:
The regenerated release record attributed the workflow bot as a contributor and omitted the already-reviewed fact-driven execution change from PR 8930.

Fix:
Keep human attribution only and restore a bilingual, source-grounded fact-driven execution entry while retaining the Windows, policy, and DOMPurify release-blocker fixes.

Verification:
Validate the catalog, run release-note contract tests, render v1.25.3, and check the diff.
