Summary:
Generate a bilingual, product-focused draft from merged pull request metadata. Reuse the selected release-bound PR when one is available.

Verification:
Validate the catalog, citations, bilingual fields, and rendered GitHub release notes before committing.

* docs(release): remove automation from v1.25.4 credits

Problem:
Regenerating the reviewed v1.25.4 record after the release-gate fix treated the earlier Notes commit author as a product contributor.

Root cause:
The regenerated contributor list included github-actions[bot] from the first Notes merge.

Fix:
Keep the reviewed product contributors and remove the automation account from the public credits.

Verification:
Validate and render the release catalog and run the release-notes contract tests.
