Add support for partial refresh and fast refresh on Waveshare 7.5v2

The Waveshare 7.5v2 supports partial refresh (as seen for example in this table):

This feature might have been added with hardware revision September 2023, you can see "fast refresh" mentioned here as well:

Please describe your use case for this integration and alternatives you've tried:

It would be nice if esphome supported this as well for this model, to reduce refreshing times.

Normal refresh: 5s
Fast refresh: 1.2s
Partial refresh: 0.4s

Additional context

For other models, there are alreasy issues here, but not for this one (as far as I can see).
