tests-frames-devnet@v0.1.0

This is a follow-up release targeting frames-devnet-0, bringing the fixtures up to the current EIP-8141 spec. It supersedes tests-frames-devnet@v0.0.0 and is built from the devnets/frames/0 branch, now rebased onto the current forks/amsterdam.

This release fills every fork through Bogota. The full scope, EIP PRs, and checklist are tracked in the test release tracker (#3415), so PTAL!

Key Updates

• EIP-8141: frames adopt the explicit two-dimensional gas model, SIGPARAM gets a static stack via SIGDATACOPY, and the banned-opcode list is relaxed (EIPs#12062, EIPs#12187, EIPs#12167, #3396)
• EIP-8141: the resolved target's warm or cold access is charged at frame entry, and APPROVE failures scope to the current call frame (EIPs#12211, EIPs#12212, #3412)
• EIP-8141: a frame targeting an active precompile dispatches it in every mode, VERIFY included (EIPs#12157, #3407)
• EIP-8141: approval scope is statically banned on atomic-batch frames, and the approval context is pinned across batches and reverts (EIPs#12109, #3393)
• New coverage for the signature-validation precompiles staying out of the block access list (#3398).
