This is a follow-up test-only release targeting glamsterdam-devnet-8. It supersedes tests-glamsterdam-devnet@v8.1.1 and is built from the devnets/glamsterdam/8 branch.

The spec equal to v8.1.1 (minus non-consensus breaking EIP-7610 removals), no repricing or EIP changes. The full scope, PRs, and checklist are tracked in the test release tracker (#3452), so PTAL!

Key Updates

• EIP-7610: the create collision tests are removed, 7610 is DFI'd for Glamsterdam and clients are dropping the check (#3417, #3425)
• EIP-8037: new coverage consuming spilled state gas along a halt chain, with pinned gas assertions (#3423, #3427, #3383) @chfast
• EIP-7928: new coverage unioning reverted storage reads across transactions (#3399) @chfast
