tests-heze-devnet@v2.0.0

First test release for heze-devnet-2, covering EIP-7805 (FOCIL) and EIP-8198 (Quick Slots) at the Bogota pseudo-fork. It is built from devnets/heze/2, fills every fork through Bogota, and supersedes tests-focil-devnet@v0.3.0. Scope and merged PRs are in the release tracker (#3783).

Changes

• EIP-8198 (new): the maximum base fee change per block is 5/48, and the blob schedule is target 12, max 18, update fraction 12018519. The devnet runs 12 s slots with these values, per ACDT #100 (#3703, #3812). Spec pinned at EIPs@2842955 (EIPs#12217, open).
• EIP-7805: the IL check now skips blob transactions, so leaving out a blob entry no longer makes a payload unsatisfied. This changes the verdict from v0.3.0 (EIPs#12470, open; #3804).
• EIP-7805: IL entries are raw bytes. Entries that don't decode, and entries for another chain, are skipped. Appendability coverage is much wider: gas, fees, funding, sender code and nonces, byte-exact matching and list size limits (#3804, #3502).
• EIP-7805: the Engine API is engine_newPayloadV6, engine_forkchoiceUpdatedV5 and engine_getInclusionListV1, and hive consume checks inclusionListSatisfied (#3410). Spec pinned at EIPs@9a345f9.
• Base: forks/bogota through #3828.

The tag series moves from tests-focil-devnet@* to tests-heze-devnet@*.
