tests-heze-devnet@v3.0.0

First test release for heze-devnet-3, covering EIP-7805 (FOCIL) and EIP-8198 (Quick Slots) at the Bogota pseudo-fork, per the heze-devnet-3 spec. It is built from devnets/heze/3 and fills every fork through Bogota.

Changes

• EIP-8198, deriving the base fee change from slot timing. The maximum change per block is min(seconds, 12 * slots) / (96 * slots), from the timestamp and slot number gaps to the parent. That is 1/8 at 12 s slots and 3/32 at the devnet's 9 s, missed slots leave it unchanged, and it never exceeds 1/8. A block whose slot number does not exceed its parent's is invalid (#3873, #3812, #3703). Spec follows EIPs#12552 at 79ceee1 (open).
• EIP-8198: Bogota keeps Amsterdam's blob schedule (target 14, max 21, update fraction 11684671) (#3871). The devnet's blob change at Heze (target 11, max 17, update fraction 12241084) is a separate EIP-7892 BPO entry in the genesis config, so these fixtures don't carry it.
• EIP-7805: unchanged since v2.0.1.
• Base: forks/bogota through #3880.
