Personal App auto-rejected same day (likely false positive); Seller App approved — what is the official re-review path?

Facts:

• Jul 28: submitted Personal App "safesync". Rejected the same day with the standard templated notice ("use case unclear" / "appears submitted by a third party") and no specific reason. I am the sole developer, building for my own registered shop (SognoraTestShop), and I submitted the application personally — so I believe this was an automated false positive.
• Jul 29: my Seller App (same name, same shop) was approved and works normally.
• Jul 30: emailed developers@etsy.com asking for the official procedure. No response in 9 days. A follow-up was sent Aug 8 to both developers@ and developer@.

I have deliberately NOT re-applied, to avoid duplicate applications (I'm aware Seller and Personal/Commercial apps cannot coexist, per the official reply in #1657).

Questions:

1. Is there any re-review or appeal path for Personal App decisions?
2. For an app-store review process that requires a reviewer test account, can that be accommodated at limited scale under current approvals?
3. What is the expected response channel/SLA for developers@etsy.com?
