The EUDI Wallet Architecture and Reference Framework (ARF) v3.0.0 aligns the
framework with the latest amending Implementing Regulations and introduces the
Functional Conformance Assessment Framework.

Highlights

  • Alignment with the amending Commission Implementing Regulations for the
    core EUDI Wallet framework: PID and EAA (amending CIR 2024/2977), integrity and
    core functionalities (CIR 2024/2979), ecosystem notifications (CIR 2024/2980),
    protocols and interfaces (CIR 2024/2982), and the registration of
    Wallet-Relying Parties (CIR 2025/848).
  • Relying Party Services — a new concept from the Topic X revision round
    (Relying Party registration); see Section 3.11.2 and Topic 44.
  • Wallet-to-wallet interactions — changes from the Topic J revision round.
  • Trust-anchor retrieval — new requirements for Wallets, Relying Parties, and
    issuers to support both Trusted Lists (ETSI TS 119 612) and Lists of Trusted
    Entities / LoTEs (ETSI TS 119 602).
  • Functional Conformance Assessment Framework (FCAF) — new Section 7.5
    introducing a shared, reusable set of test cases for the functional
    requirements that Wallet Solutions must support, published and maintained at
    https://conformance.eudi.dev.

Also in this release

  • Many issues raised via Confluence and GitHub have been resolved, together with
    a number of editorial corrections.
  • The main document is now published as one page per chapter on the website for
    easier navigation; the combined PDF is unchanged.

Legal basis — published amending acts

Several of the Implementing Regulations underlying this release have been amended
by the now-published Commission Implementing Regulations. The title of each
amending act identifies the Implementing Regulation it amends:

The ARF continues to reference the original acts and will be updated to the
consolidated versions once these are available.
