Zone Changes

• Update to latest OSM data.
• Use Chilean territorial waters only for Pacific/Easter
• Recalculate timezones since 1970 and timezones since now with most recent timezone database data.

Other Changes

• Fix a caching issue with alike since zones that had ocean zones
