V3.4.0 - ExChek Enterprise Plugin

Tagged at the v3.4.0 commit on feat/v3.3.0-data-source-gate (PR #3); it will also be on main once that PR squash-merges. The attached asset is the full v3.4.0 plugin.

ExChek Skills v3.4.0 bundles two feature releases:

• v3.3.0 — data-source gate: choose Local MCP (ecfr.gov direct, on-machine) or the hosted ExChek API MCP (api.exchek.us, edge-cached) for live CFR text. Screening/sanitization/audit/report generation always stay local. New regulatory_source tool + config; dual-routing across all 20 skills; docs/DATA_SOURCES.md.
• v3.4.0 — regulatory-currency pass: red flags refreshed to the current 29 in Supp. 3 to Part 732 (with live-pull via the new ecfr_full_text tool); BIS 50% Affiliates Rule; ITAR AUKUS § 126.7 + § 126.18; AI Diffusion rescission correction + advanced-computing licensing currency (§ 742.6); inflation-adjusted penalty phrasing; new docs/RULES_TRACKER.md.
• Rename: exchek-skill → exchek-skill-classify (invocation name exchek-classify unchanged).
