Keep the PARE native workflow registry aligned with the design-chat workflow ID used by Brand Kit Builder.

Change

• rename the machine workflow ID from audit-and-cut.v1 to audit-cut.v1
• no behavior, runtime, deployment, or skill-body changes

Reason

Independent cross-repo review found an ID mismatch after the initial skill merge. This follow-up removes that drift before the Brand Kit design-chat release.
