Persistent-hydration fallback (#722): serve the most-recent digest-verified prior revision when an alias's active pin is unservable (clears the dead-pinned aliases), C1 write-or-verify + C2 verify-then-pin integrity guards, re-key attribution/prices/budget to the served revision, retryable UNAVAILABLE when no prior loads, continuations degrade to the existing 400 resend. Python-only; native unchanged at 0.3.19.
