v3.10 forgot to mention it's the last v3.x release and prepares for Docusaurus v4
I also created a new npm release guide, because with npm Trusted Publishing, the steps are now different.
I made it concise on purpose because the legacy guide is very verbose and not convenient for someone who is already used to that workflow like me and just need an overview of steps to follow. The guide is not complete yet, but we'll complete it after releasing a first major/patch.
