upgrade(react-devtools): cherry-pick search query fix

Summary

This is the same previous upgrade in #189, but with cherry-picked facebook/react#34423.

The LoC number is confusing, because Webpack decided to move comments to new lines and remove empty lines between some instructions, although I've reinstalled npm dependencies when was rebasing.

Test plan

I've tested manually that the tree navigations as a result of search query are no longer throttled.

• This change maintains backwards compatibility with previous Local Storage data (if modifying settings, experiments, or other persisted client state).

Upstreaming plan

• This commit should be sent as a patch to the upstream devtools-frontend repo following the contribution guide for Meta employees OR contribution guide.
• This commit is React Native-specific and cannot be upstreamed.
