Summary:
Both ReactScrollViewHelper.parseSnapToAlignment and ReactScrollViewHelper.parseOverScrollMode accept a nullable string. This is a precursor to migrating these files to Kotlin (since they're already marked as nullsafe)

Changelog: [Internal]

Differential Revision: D67911553
