Summary: Both `ReactScrollViewHelper.parseSnapToAlignment` and `ReactScrollViewHelper.parseOverScrollMode` accept a nullable string. This is a precursor to migrating these files to Kotlin (since they're already marked as nullsafe) Changelog: [Internal] Differential Revision: D67911553
