Summary:

This class can be internalized as part of the initiative to reduce the public API surface. I've checked there are no relevant OSS usages.

There is only one usage in qunarcorp/imsdk-android, but the project has not been updated for 6 years so I'm not considering it breaking.

Changelog:

[INTERNAL] - Make com.facebook.react.modules.i18nmanager.I18nManagerModule internal

Test Plan:

yarn test-android
yarn android
