The changes make image prefetch batching and UI thread dispatch the default behavior when `enableImagePrefetchingAndroid` is enabled. This simplifies the feature flag system and removes intermediate experimentation flags that are no longer needed. Changelog: [Internal] Differential Revision: D102428102
