Mark element-id ACL DONE on the board + log the design in DECISIONS: AclScope Path|Element, element resolved to current path via an injected resolver / the server element-context index, closes the tree-move exfil-by-move + stranded-restriction holes, STATE_VERSION 10→11. Docs-only.
