ART 0.3.5 turns the local governance queue into a complete, exact-revision review workspace for Codex and DSH.
- Review the full canonical proposal, sanitized rendering, raw Markdown, locked sources and hashes, review history, governance requirements, and current-Edition comparison before deciding.
- Approve, request changes, reject, and publish through visible inline states with authoritative receipts.
- Remove browser-native prompt/confirm dialogs so Codex Desktop's in-app browser no longer presents an apparently inert Approve button when native dialogs are unavailable.
- Keep session, CSRF, same-origin, exact-revision, draft-hash, source-set-hash, stale-state, and immutable-publication checks fail-closed.
- Add responsive, keyboard-accessible drawer/full-screen layouts and explicit loading, success, failure, conflict, disconnect, warning, and expiry feedback.

- Final local acceptance used the published macOS asset in real Codex and DSH hosts with task-owned test data. Codex Desktop's in-app browser completed approval and two-step immutable publication with visible state transitions.
