First public release. Models propose; only the kernel commits.

What

A deterministic mission-control kernel for AI-agent colonies: 22-stage default-deny state machine, apply-once event reducer (CAS versions, RFC 8785 JCS canonical payload hashes), content-addressed human approvals (expiry-at-commit, consumption-at-most-once), CAS budget ledger with immutable limits, deny-by-default roles with unreachable publication states, immutable artifacts, replay-based recovery.

Verified

  • 66/66 deterministic offline tests (Node 22 & 26, CI green)
  • Demo byte-identical across reruns
  • Zero runtime dependencies
  • Independent review: PENDING and not claimed

For agents

  • AGENTS.md — boot contract: one-command npm run verify, hard rules, repo map, update-and-ship recipe
  • GOVERNANCE.md — standing laws R1–R8

Next (explicitly deferred)

M1B: durable storage adapter, crash matrix, migration engine, workspace isolation. M2: DSH adapter — blocked on independent review.
