v3.18.1 — Version Alignment

Patch release with no engine behaviour change. v3.18.0 shipped version strings that disagreed with the binary serving them: GET /openapi.json reported 3.12.0 while /health reported 3.18.0, HipCortexClient.VERSION read 3.12.0, and on a PyPI install hipcortex channels named hipcortex-memory-3.12.0.vsix. In 3.18.1 the VS Code extension, the bundled server binaries, /health, /openapi.json, pip and MCP serverInfo all report 3.18.1. Everything in the v3.18.0 notes (Loop-Ready Contract) still applies.

Upgrade note (unchanged from 3.18.0): once 3.18 has written IntentExpire entries, downgrading to ≤ 3.17 is unsupported — older binaries skip unknown kinds when restoring the tx counter and can reuse tail tx ids.

Test coverage

379 lib + 597 unit + 194 integration + 59 property + 270 Python (+1) = 0 failures in the petgraph build; the web-server build adds served_spec_version_matches_the_crate (route_parity_sit 7/7). Failures that predate this release: web-server build — ac_g1_schema_mismatch_payload_returns_422_not_panic, clarify_ladder_sit::react_on_a_goal_that_is_still_unclarifiable_is_rejected, clarify_engine.rs doctest; VSIX jest — 99/100 (health-check timeout expectation).
