Adds an optional broadcastId query parameter to the mutating Moderation API endpoints (remove/restore/flag/un-flag comment, set review/spam/approval status, set text, adjust votes, vote, delete vote, award/remove badge). Lets SDK callers supply the live-update broadcast id so their own client can suppress the echo. Backward-compatible: optional, runtime behavior unchanged.
