Restart knot and install htdocs/misc#13

fmknot diffourdomains builds a zone using the current ME::CustomDNS code. If there is a diff, we need to restart knot_sync first before triggering a zone rebuild to use the updated ME::CustomDNS code. Also some tests look at data served from nginx such as oauth metadata. This lives in htdocs/misc, so we should install it as well to get any changes.
