Protocol change: adopt OpenRouter Fusion's blind-spots lens + OpenAI ExecPlans' living/static artifact discipline (idea meta-protocol-change-fusion-execplans; 4-agent deliberation, signoffs claude/codex/hermes, agy waived).

  • FINAL.md gains static self-contained design-time sections (Purpose, Context, Observable acceptance criteria, Idempotence & recovery, Known risks); stays immutable.
  • IMPLEMENTATION.md becomes a living execution doc (Progress / Decision Log / Surprises / Validation evidence / Outcomes) → resume from the artifact alone + richer §13 retro evidence.
  • Advisory Comparison & blind-spots lens in consensus + review consensus (not a gate).
  • §13 confident-error retro evidence signal (diagnostic only).
  • Conditional rigor: full sections only for complex / auto_implement / driver / pipeline ideas.

Additive protocol text only; no Go logic changed; embedded default stays genericized; drift guard + go test ./... green. See CHANGELOG.md.
