Pre-idea readiness check (idea meta-protocol-change-preflight-readiness).

  • Protocol §9.0: at idea start, the facilitator checks protocol freshness (source=advisory; consumer additive=auto-sync zone-preserving; breaking/unknown-role=confirm) and hosted-PONG-pings the roster, gating per-idea exclude/re-include behind explicit user confirmation. + §5 quorum-locks-at-Phase-0, §7 carve-out.
  • New parley preflight [--dir][--json][--yes][--ping-timeout][--no-ping]: freshness classifier + zone-preserving merge + bounded concurrent hosted-PONG probe + report/JSON + exit 0/1/2/3. Wired into parley run before idea creation (hosted PONG by default; --no-ping/--no-preflight opt out); gates never auto-answered; unattended hard-stops; §1 hard-stop on the exact --participants set; confirmed exclusions recorded in 00-prompt.md.
  • meta/version.json protocolRole (fail-closed); parley init writes consumer.

4-agent deliberation; Phase-6 review caught a CRITICAL §1-bypass + 5 MAJORs, all fixed + re-signed. Build + go test ./... + drift guard green.
