v1.42.1 — deploy-verification fixes

Two defects found by the independent deploy verification of 1.42.0, which is exactly what that
step is for.

Fixed

• parley protocol --help exited 2 with an unknown-subcommand error, so the documented way to
  discover the new command failed. It now prints the group usage and succeeds.
• This repository's own parley-deck/meta/version.json was left at the previous skill version, so
  the tool reported its own deck as stale.
