  explicitly unknown history across restarts and worktrees.

• parley protocol packet renders live authority with a context attestation. Full context

• Missing, self-issued, failed or inconclusive goal checks withhold automated completion.
• Admission and reconciliation preserve historical charges and refusal evidence instead of
  silently granting a fresh budget after incomplete or missing history.

Release scope and limitations

This release integrates the evidence-first implementation and its hardening. It does not
claim completion of the empirical audit, its unfinished amendment, the 12-task pilot or the
packet experiment, and makes no measured performance claim. Missing historical worktrees
remain unknown. A concurrent helper-scope edit can still consume a verification ticket
before the later scope check refuses (the disclosed R3 timing-window NIT); spent work is
retained and this is not evidence of unauthorized acceptance.

Validation: full Go test suite, go vet and focused race checks; installer Node/Python tests, payload manifest checks, package inspection, and isolated install/doctor smoke checks passed.

Includes binaries for macOS, Linux and Windows on x64 and ARM64.
