Parley Deck CLI 1.54.0
Adds a durable, attended declaration for narrowly eligible legacy history, so the driver can reuse one recorded decision across new ideas while preserving unknown-history disclosure, copy validation, historical charges and cycle caps. parley budget legacy inspect previews the exact request; apply requires an attended operator and the preview digest.
Goal checks use the active track ceiling (5/15/30 minutes), clamped by a positive configured checker timeout. The existing supervised original-plus-one retry retains the same ceiling across restarts and leaves independent close and membership gates intact.
Includes the corresponding protocol update in parley-deck-skill/core 2.18.0. The local legacy declaration and global core publication remain separate attended owner actions.
Design: #80
Implementation: #81
Validation: full Go suite, build/vet, focused race checks, macOS and Linux CI passed at product commit 134ac40. Independent review and a fresh goal check passed, including real goal processes exceeding 120 seconds. Windows CI remains unresolved on a failing baseline; the two final Windows runs added no direct failing test names, which does not establish matching causes or native per-test coverage. Windows binaries remain experimental and CLI WinGet remains held.
