Ships alongside parley-deck-cli 1.50.0.

• Document the owner-designated implementer in the protocol core. A per-idea
  implementer: field in 00-prompt.md plus an optional standing
  [defaults].default_implementer in the layered agents config; one resolution chain
  (re-entry pin → per-idea designation → global default → existing fallback);
  fail-closed validity gates (an empty, ineligible or malformed value blocks any run
  that reaches an implementer, review-round, goal-check or fix-up action and is never
  trimmed or repaired); the designated-implementer liveness gate with its three
  recorded exits; and the shipped UNSET product default. The hunks stay byte-identical
  across all three COOPERATION.md copies (§0, §4.0, §4 Phase 4/5, §9.0, §10).
• State the amended Phase-5 implementer-resolution chain in the roster/protocol
  reference.
• compatibility.json: skillVersion 2.14.0, recommendedCli >=1.50.0 (the documented
  mechanism ships in CLI 1.50.0).

Install or upgrade: npx -y parley-deck-skill@latest install.

Portable Windows executables are attached by the release-portable workflow after
publication; WinGet manifest hashes must come from the final release assets
(gh release view "v2.14.0" --json assets --jq '.assets[] | [.name, .digest] | @tsv'),
never from a local build.
