Parley Deck Skill 2.15.0
Parley Deck Skill 2.15.0 — quota-exclusion guidance
Adds the quota-exclusion protocol and organizer guidance paired with Parley Deck CLI 1.51.0. The CLI owns per-idea membership decisions; organizers read its evidence and notices, preserve filed objections and never infer exhaustion from model prose. New ideas default to the recorded policy; legacy ideas keep confirmation, and there is no automatic same-idea rejoin.
Native-positive zcode evidence (AC2) remains NOT MET and owner-waived for this release. zcode auto-exclusion may not fire on real native output; unrecognized failures fall back to the owner-confirmed path. Source-derived fixtures are not native verification. See the native capture follow-up. No automatic capture or grammar relaxation ships.
Windows CLI 1.51.0 is known broken for new idea creation, including policy-off launches, because directory sync returns "Access is denied". The same failure affects scoped driving/signing, manual imports, owner revisions and transitions. Windows CLI remains experimental and CLI winget stays held. The skill installer is a separate artifact; its Windows executables are built by the portable-release workflow. Windows CLI CI is failing, not passing or merely untested.
Accepted release limitations
- Kickoff blocking escalation (R8-MINOR-1). If the kickoff quota decision
would leave fewer than two usable participants or excludes a protected role,
an absent or unwritableparley-deck/inbox/prevents the blocking note from
being saved. The command still stops without applying the exclusion or
creating an idea, but prints only the file error rather than the candidates
and arithmetic. Keep a writable inbox directory, including in a fresh clone,
until this is fixed in the follow-up. - Kickoff notice crash window (R8-NIT-1). A process crash after writing the
kickoff run manifest and before publishing its notice can leave the notice
permanently absent. The kickoff record, marker, status and organizer brief
still show the exclusion. This case was identified by source review; no crash
was injected. Mid-idea receipt/replay behavior is unchanged. - Aliased decks and plain edits (R8-NIT-2). On a symlinked deck, a plain
participants:edit or confirmed exclusion counts as a manual revision and
requires a physical deck path even whenquota_auto_excludeis false.
Until that path is restored, the pending edit blocks all signers and driving.
Disabling the policy again does not resolve this case; the generic diagnostic's
suggestion to do so is inapplicable.
Follow-up: quota-kickoff-reporting-and-alias-guidance. These findings are accepted/deferred, never fixed or withdrawn.
The npm tarball is staged for the owner's OTP-authenticated publication. GitHub and Homebrew distribution carry this version independently. Global core 2.15.0 is staged separately for the owner's attended publication; installing the skill does not publish that core.
